the spoil islands were actually natural islands that were
‘spoiled upon,’ meaning the dredge spoil was dumped on
the existing land mass. Those islands were either already
owned by or sold to a private owner, typically as part of a
larger parcel. All islands consisting of 100 percent dredge
spoil are considered part of sovereign submerged lands and
are owned by the state and, as state property, they are not
available for purchase.”
Viriglio’s office manages the islands within its aquatic preserve
boundaries, working with other agencies, including the
state’s Fish and Wildlife Conservation Commission. “Several
cities and counties have their own marine patrols and we
work with them as well,” he says.
