Cities pumped raw sewage into the ocean. Wetlands were
routinely paved over. Housing density was whatever the
market would bear.
“And the Corps (Army Corps of Engineers) was busy
walling in the Everglades,” he said.
Reed joined such groups as the Audubon Society and
Nature Conservancy and “came under the spell of great
people” such as the late Arthur Marshall, federal wildlife
official in Florida, whom he calls the John the Baptist of the
environmental movement.
The state was dominated by a group of rural lawmakers
known as the Porkchop Gang. The Democratic governor was
a pro-growth politician from Jacksonville named Haydon
Burns. In 1966, a Republican, Kirk, surfaced to challenge
Burns. Reed respected Kirk “because he listened,” and
agreed to campaign with him. They criss-crossed the state in
a “tired old DC-3,” and it was so hot that Reed and Kirk each
took eight white shirts with them for a two-day trip. Due to
a series of flukes, Kirk won the election “to the astonishment
of the Porkchop Gang,” Reed says. The Porkchoppers faded
away with reapportionment of the Legislature.
As Kirk’s dollar-a-year environmental advisor, Reed was a
key player in the fight against the Cross-Florida Barge Canal
and an advocate for growth controls and environmental
protection, especially of the Everglades.
He tells great stories about early battles. At a meeting in
Miami about the jetport, he had 101 questions for proponents
of the project, but was stonewalled. Finally, one of
